Two armed gangsters were shot dead by Police last night, after they attacked a woman and robbed her off her mobile phone and other valuables. The thugs who were armed with a pistol, had accosted the woman who had just been dropped off by a taxi along Muhoho road, in Langata.
A scuffle ensued as the thugs attacked her, prompting the woman to scream out for help. This attracted the attention of Police Officers on patrol, who rushed towards the scene. However, on noticing the fast approaching officers, the thugs took to their heels towards Nairobi West, as they fired at the officers.
The speed of the two miscreants was however no match to that of the lanky young officers, whose endurance and tact in covering long distance races came in handy. After three kilometers from the scene of the robbery, the thugs were finally cornered.
One of the thugs opened fire missing the officer leading the chase by a whisker. This prompted a fierce response from the officers who fired back and fatally injured the thugs. A Blow P99A loaded pistol, with 5 rounds of 5.56 mm calibre, was recovered from the criminals.
The scene was documented by DCI crime scene experts and the bodies of the criminals moved to City mortuary pending identification.
A TRUCK DRIVER transporting petrol from Mwingi Town Today to Matuu has survived a road accident after he found a cobra snake in his drivers seat while on his way back at Kanyonyoo.
According to an eye witness , the driver got scared upon seeing the reptile in his seat , veering off the main road which nearly resulted into an accident.

Detectives from Londiani in Kericho County, are looking for a teenager suspected to have killed his father yesterday in cold blood, after an argument over lost chicken turned tragic.
The 18 year old had confronted his 50-year-old father Wilson Kipsoi, over the whereabouts of six of his chicken, that he suspected his father had sold.
Angered by the confrontation, Kipsoi threatened to shoot his son with arrows, forcing the form four student at Kapcheplanga day Secondary school, to seek refuge at a neighbour’s house.
The following day, the suspect went back home armed with a club, vowing to stop at nothing until his father produced his chicken. He descended on him and assaulted him repeatedly using the crude weapon, while demanding compensation for his missing chicken.
Immediately after the incident, the suspect went into hiding leaving his father unconscious. He was later rushed to Londiani Sub-County Hospital, where he succumbed to his injuries while undergoing treatment.
Daughter of Deputy Inspector General Edward Mbugua dies in a road accident in Nrb along Tom Mboya street/Murang’a lane. The 25 year girl was sandwiched by a matatu that was reversing. The driver has since been arrested to be charged with the killing, body moved to morgue awaiting PM.
The girl, had just alighted from a matatu and was walking between two mini-buses at 7am, when she was crushed.
“The matatus heading the same direction were extremely close to each other,” an informant told The Standard on condition of anonymity.
The teenager was rushed to a city hospital, where she was pronounced dead on arrival.
“Her body has been moved to the Kenyatta University Funeral Home,” said the source.
The drivers of the two matatus have since been arrested as investigations continue.
A declaration by police spokesman Charles Owino on his intention to join politics, plus a push for realignments in the top ranks of the National Police Service as the 2022 General Election fast approaches have seen him pushed out.
Mr Owino, who, according to sources, is just the first of several senior officials within the security sector who could be moved in the coming months, as has been the tradition in the period leading up to elections.
In early 2013 and in September 2017 — just weeks before the repeat presidential election — Mr Owino was among seven senior officers who were promoted, while others were transferred.
The police spokesman was in March ordered to go on leave. He was recalled last month. However, on arrival at his office, he was informed that he was being transferred out of the National Police Service (NPS).
He will now take over as deputy director of the Kenya National Focal Point (KNFP) on Small Arms and Light Weapons, which effectively removes him from the nerve centre of security operations.
Acting in his place is Mr Charles Koskei, the deputy director of Corporate Communications in the NPS. However, the Director of Criminal Investigations (DCI) George Kinoti is also lending a hand. Recently, he called a press conference to respond to a media expose on the illegal trade in fire arms by rogue police officers.
“I am happy with the move as it will accord me less limelight before I finally exit the service to vie for the Siaya gubernatorial seat,” said Mr Owino yesterday.
Created in 2003, the KNFP is a multi-agency initiative under the Interior Ministry that brings together various government ministries, departments and Civil Society organisations in the management and control of small arms and light weapons in Kenya.
For a person who has been a near constant face in the media before his fortunes began to dwindle within the NPS sometime in mid-2019, the ejection of Mr Owino was a long time coming.
Efforts to clip Mr Owino’s wings started two years ago when Mr Hillary Mutyambai was appointed inspector general of police. The IG, who is himself media shy, is said to have ordered all communication from the National Police Service to the media to be expressly cleared by him.
This effectively gagged the office of the spokesman, which until then had been very vocal. The last nail on Mr Owino’s departure, however, came when he made known his political ambition while still serving as spokesman.
“An appointed State officer shall not in the performance of their duties act as an agent for or further the interests of a political party,” says the Leadership and Integrity Act.
“An appointed State officer or public officer shall not engage in any political activity that may compromise or be seen to compromise the political neutrality of the office,” says the law.
Mr Owino has been in charge of communication at the NPS since taking over from Mr Kinoti. He had a brief stint as spokesman in 2013, when Mr David Kimaiyo was IG.
He was replaced by Ms Zipporah Mboroki, who also served briefly until 2015, before Mr Kinoti was appointed to the influential position.
Mr Owino is so far the longest serving police spokesman since the service rebranded, courtesy of the 2010 Constitution.
A graduate of political science and communications, Mr Owino’s tenure as spokesman has been largely successful, albeit a little controversial, especially on the way he defended police officers accused of brutality and harassment of the public.
He has at times rubbed his bosses the wrong way, like when he recently differed with his boss, Interior Cabinet Secretary Fred Matiang’i, on the eligibility of recruits into the police service.
In an interview on Citizen TV in March, shortly before he was forced to go on mandatory leave, Mr Owino defended the preference by the police to recruit secondary school graduates who scored a minimum KCSE exam grade of D+ (plus).
According to the police spokesman, officers with higher grades were returning to colleges and acquiring degrees and thereafter seeking promotions. This jeopardized service delivery, he explained.
“We have a challenge when we employ every policeman with grade C plus and above because they go back to school, they get their degrees and then they come back and say that they do not want to serve at a certain level. It is important we get officers who have C plain, C minus and D plus,” said Mr Owino.
His sentiments came just days after Dr Matiang’i said the qualification for recruitment into the police service should be raised from D plus, to improve service delivery.
Speaking during a graduation ceremony for 46 prosecutors at the Prosecutor Training Institute in Loresho, Dr Matiang’i questioned the service’s capacity to deal with emerging crimes, saying graduates of the Kiganjo Police Training College were no match for tech-savvy criminals.
“This is why I have been fighting that we look at the cut-off point of the people we are admitting. Surely, if we are admitting you with a D plus then we are telling you to go to the complex science of analysing blood and preparing a document that the DPP is going to use in court to prove murder, are we serious honestly? Are we serious?” he had asked.
Tension has gripped Apokor village in Teso North sub-county, Busia County after a man who was allegedly shot dead by police in April was spotted walking in the area.
Confirming the incident the area chief said the person was on April 29 2021 shot dead in Angurai market. They had attacked a trader at the said market and the police managed to kill one of them. The body one identified as Daniel was moved the morgue and later the family of the deceased buried him.
On the 5th of June 2021,tension rose in Apokor village as residence claimed that they spotted Daniel walking in the village.
The residence is now living in fear and are now asking the police to assure them of their security. “We would like to the police to get to the bottom of this and tell us who was buried and who are the accomplices of Daniel” said one terrified resident.

The Directorate of Criminal Investigations (DCI) could have full autonomy in terms of command and financing should the Constitutional Amendment Bill 2020 sail through in a referendum.
In the Bill, the National Police Service will consist of the Kenya Police, Administration Police and DCI. They shall each be headed by a Deputy Inspector General appointed by the President in accordance with recommendations of the National Police Service Commission (NPSC).
According to the Bill , the powers of the Inspector General of Police (IG) as the overall command authority will be enhanced. The IG shall “exercise independent command over the service, determine promotions and transfers within the service and exercise disciplinary control through suspension of officers in the service.”
NPSC’s role in determining promotions and transfers will be quashed and replaced with the duty of confirming appointments. The commission will also regularly review conditions of service and code of conduct for officers.
The Building Bridges Initiative (BBI) team also bowed to pressure and dropped proposals to establish a Kenya Police Council and to transform the Independent Policing Oversight Authority (Ipoa) into a commission.
In the first draft Bill, BBI proponents had proposed to have a Cabinet minister responsible for internal security as council chair, with two members of the National Police Service appointed by the President and Internal Security Principal Secretary as council members.
There was a proposal to repeal Article 246 of the National Police Service Commission and replace it with the Kenya Police Council, an agency that was to be responsible for overall policy coordination of the National Police Service.

If it was retained, it would have meant that the Interior PS would have become the accounting officer of the police, with the CS running the show.
The suggestion to change Ipoa to a commission would have allowed it to, among other things, hold members of the National Police Service accountable to the public in the performance of their functions and to perform any other functions as prescribed by the national legislation.
While this means that Ipoa will remain as provided in the current legislation, the changes will be a blow to officials who had welcomed the move to elevate the agency to an independent commission.
The bill has however been challenged in court in court the five bench high court judges ruled that the BBI bill was unconstitutional. The president, IEBC , Rt.Hon Raila Odinga and the BBi steering committee has however moved to the court of appeal in attempt to overturn the high court ruling.
A Ghanaian national believed to have obtained Sh9 Million from a senior manager at a money lending agency, was yesterday arrested by detectives.
According to the DCI, the senior manager at Tala agencies, a popular mobile money lending firm, that advances instant short term loans to applicants, met the Ghanaian national Victor Anane, on an online dating site.The Ghanaian introduced himself as a preacher who performs miracles and who would help the senior manager get promoted at her work place instantly.

The two dated for a while and as their love blossomed, the lady was invited to the man’s residence at Transview estate in Athi River. By this time, she had already given her new boyfriend Sh9 Million, in unclear circumstances. Some of the money she is believed to have given him had been obtained from accounts belonging to Tala agencies.
But it is during her maiden visit to the self confessed preacher’s house, that she was shocked to find paraphernalia associated with witchcraft and magical rituals. What was meant to be a romantic date turned ugly, as the woman demanded to know how the man of the cloth she had fallen in love with, possessed paraphernalia associated with dark powers. Their relationship immediately collapsed like a house of cards, as the victim discovered that she had been conned.
Detectives raided the suspect’s house where the paraphernalia related to witchcraft was recovered. Also recovered from his house was Sh76,000 in fake currency and other materials used in the printing of fake notes. The investigators further established that the suspect who masquerades as a preacher, approaches innocent women looking for love and affection online, with promises of making their lives better before fraudulently obtaining money from them.
The suspect is currently in custody and shall be presented in court on charges obtaining money by false pretenses.
