Police officers in Kenya have been banned from having visitors over without first seeking permission from their bosses. This order was issued on June 30 by the Deputy Inspector General of Police Aineah Olweywe and will mainly affect police officers living in lines.
“Any officer wishing to bring relatives or friends into the lines shall obtain written permission from orderly N.C.O (In-Charge Lines and Discipline) and shall be registered. Unauthorised person shall be registered. Unauthorised persons shall be excluded from police lines,” Olweywe said.
This command was then sent to all Regpols Formation/Unit Commanders, County and Sub-County Commanders.

A consignment of fake gold bars has been seized by detectives, from a strong room belonging to Swissport transit freight station, at the Jomo Kenyatta International Airport.
According to the DCI The fake gold bars concealed in 31 boxes received from Uganda, had been stored at the airport by shadowy businessmen, dealing in the lucrative gold business on the pretext that it was cargo awaiting transit to different destinations across the world.
The phoney traders settled on Swissport freight, since it provides ground and cargo handling services in major airports across the globe, to store their fake consignments so as to avoid detection by detectives.
In a clever gold scam that has seen businessmen from across the world lose hundreds of millions of shillings, the cons have been luring unsuspecting investors to view the gold at the customs offices at JKIA, the region’s preferred international aviation hub.
Once at the airport, a prospective buyer is lured to Swissport’s strong room, where what appears to be genuine gold bars are displayed. The client is advised that once the transaction is completed, the gold will be shipped to any destination of his choice across the globe.
However, immediately the buyer is convinced that the transaction is above board and makes payments including customs and shipping costs, that marks the beginning of his tribulations. In one such deal gone sour, a businessman lost over Sh34 million to the tricksters, who immediately went underground after they received the payments.
In a well coordinated and orchestrated scheme that detectives have been monitoring closely, the fraudsters began by acquiring posh premises in high end estates, guarded round the clock by Police Officers. It is in these upmarket establishments, where they perfected the art of international organized gold scam fraud, by luring unsuspecting genuine investors from across the world to part with millions of money in exchange of fake gold.
Detectives stormed many such premises and spoilt their party. The creative criminals thought they were smarter than detectives and acquired bank safe deposit boxes as their next safe haven. They exploited the services of custody of private memorabilia & treasure banking and started depositing fake gold in banks.
Investors armed with genuine bank documents, were herded to the same banks to confirm the gold deposits and parted with millions in exchange with the fake gold. In an operation led by the DCI Director in March 2019, detectives had stormed a prominent international bank with tentacles across major world capitals, and discovered dozens of fake gold deposits, that had been shown to many traders who fell victim to the scheme.
Following the collapse of this gimmick, the fraudsters have now reinvented themselves, and creatively devised a seemingly smart way of luring investors to airports, to be shown the gold.
Detectives have uncovered that the multi-million shilling conspiracy, is executed with the assistance of various agencies, including some government institutions.
The Directorate of Criminal Investigations is cautioning anyone within or outside the country intending to venture in gold business, to be on the lookout not to fall prey to these amoebic fraudsters, who keep changing tactics and mode of operation.
When the deal looks too good, think twice and where necessary, kindly confirm the authenticity of the gold deposits with relevant government agencies and more so the DCI, that has come to the aid of so many victims.

Fraud suspect Samuel Mwendwa Mutua who defrauded a nursing home over Sh948,000 in a false shipping deal has been arrested by detectives based at DCI Headquarters.
The 50-year-old suspect, whose company trades as World Freight Logistics Limited, had in 2020 been contracted by St. Joseph’s Maternity and Nursing Home located in Nakuru Molo sub-county, to import hospital equipment procured in an expansion program. The equipment, which were to be shipped from China, included hospital beds, mortuary equipment, theater beds and a dental chair.
The said hospital had on Nov 6, 2020 gone ahead to pay Sh 407,000 from its Equity Bank account to the suspect’s company’s account held at a local bank, being payments for freight charges. The payments were made after the China-based vendor consolidated the shipment into a 40-feet container and settled it on Oceanus Intn’l Logistics (Shenzen) Co. Ltd as guided by the suspect.

When the goods arrived in the country on Dec 8, 2020, the hospital had applied for clearance permit from the Pharmacy and Poisons Board, before releasing Sh158,200 to the suspect’s account being shipping line charges and container deposits.
An extra Sh383,000 was on April 4, 2021 sent to the suspect to cater for Kenya Ports Authority rent and the World Freight Logistics agency fee, the latter amounting to Sh183,000.
It was after receiving the entire amount of Sh948,200 that the suspect decided to go under, after a series of false promises that his company would deliver the goods at the hospital’s facility.
The hospital would later make their complaint at DCI’s Complaints Directorate after learning that not only had the suspect defrauded them, but also had their shipment auctioned on overstay grounds at the Embakasi ICD.
Investigations conducted by the DCI established that having received the Sh948,200 from the hospital, the suspect neither paid the freight charges to Oceanus Co. Ltd, rent to KPA nor the container deposits.
Further, swift transfer forms presented by the suspect alleging to have paid USD 3275 to the China-based company as freight charges was found to be fake.
The suspect is currently being processed for arraignment, and will face charges of Obtaining Money by False Pretences and Forgery/Making a Document without Lawful Authority.
